Grievance Redressal Cell and MAITRI Cell Operationalized at Collectorate to Resolve 'Entrepreneurs’ Issues

 

Pune (Special Correspondent) -  To ensure the prompt and time-bound Grievance Redressal Cell and MAITRI Cell Operationalized at Collectorate to Resolve Entrepreneurs’ Issues of various government and administrative issues, grievances and pending matters of entrepreneurs in Pune district, the Industry Grievance Redressal Cell and MAITRI Cell (Maharashtra Industry, Trade and Investment Facilitation) have been operationalized at the Office of the District Collector and District Magistrate, Pune. An effective mechanism has been established at the district level to directly hear the issues of entrepreneurs and coordinate with the concerned government departments for their resolution. In this regard, the first meeting was held under the chairmanship of District Collector Jitendra Dudi.

 

Resident Deputy Collector Jyoti Kadam, along with concerned officers from the Departments of Industries, Industrial Safety and Health, Labour, Energy, State Excise, Legal Metrology, Maharashtra Pollution Control Board, Irrigation and Tourism, were present on the occasion.

 

Pune district is one of the major industrial districts in the state, with large industries as well as small and medium enterprises, various industrial areas and industrial organizations operating in the district. Along with creating a conducive environment for industrial development, it is essential to ensure the speedy resolution of issues related to permissions from various government departments, administrative matters, infrastructure, pending cases and other difficulties. Against this backdrop, an effective coordination mechanism has been made available at the district level, reducing the need for entrepreneurs to independently follow up with various departments.

 

*Department-wise review of 134 grievances*

During the meeting, a department-wise review was undertaken of the grievances and issues of entrepreneurs pending with various government departments. It was observed that a total of 134 grievances are currently pending.

 

These include 1 grievance related to the Directorate of Industrial Safety and Health, 2 related to the Directorate of Industries, 3 related to the Energy Department, 6 related to the State Excise Department, 13 related to the Legal Metrology Department, and 109 related to the Maharashtra Tourism Development Corporation.

 

The grievances received will be classified department-wise and forwarded to the concerned departments for necessary action. Regular follow-up will be undertaken at the district level regarding the action taken in each case, and the progress of pending grievances will also be reviewed periodically. Emphasis will be placed on ensuring that the concerned departments take necessary action in a time-bound manner for the resolution of grievances.

 

*Coordination among departments through MAITRI Cell*

The MAITRI Cell (Maharashtra Industry, Trade and Investment Facilitation) has been operationalized at the Collectorate in line with the State Government’s MAITRI initiative. The Cell will play a coordinating role among the concerned departments so that entrepreneurs do not have to repeatedly follow up with different government offices for services, permissions, pending matters and administrative difficulties.

 

The grievances and issues received from entrepreneurs will be recorded and forwarded to the concerned departments. Necessary action will be taken in coordination with the respective departments. Regular follow-up will also be undertaken regarding the status of each case, action already taken and further action required.

 

Meetings of the MAITRI Cell will be held every fortnight, during which the action taken on the cases received will be reviewed. This will ensure continuous coordination at the district level for the resolution of matters related to various departments.

 

*Special meeting on the first and third Wednesday of every month*

A special meeting will be held at the Collectorate on the first and third Wednesday of every month to directly hear the issues of entrepreneurs and ensure their time-bound resolution.

 

Representatives of the concerned industrial associations as well as officers of the government department to which the complaint or issue pertains will attend these meetings. The concerned case will be reviewed directly and coordination with the respective department will be undertaken for necessary action.

 

Entrepreneurs or industrial associations wishing to raise any issue or grievance related to their industry, or any matter pending with various government departments, may submit the same to the Collectorate in a pre-scheduled format. The grievances received will be classified department-wise and forwarded to the concerned departments. Thereafter, the matter will be reviewed in the special meeting in the presence of the concerned entrepreneur or representative of the industrial association, and directions for necessary action will be issued.

 

This mechanism will help ensure that the difficulties faced by entrepreneurs are not merely recorded but are acted upon through effective coordination among the concerned departments.

 

*‘Single Point Co-ordination & Facilitation’ facility*

Through this initiative, entrepreneurs will have access to a ‘Single Point Co-ordination & Facilitation’ mechanism at the district level for the resolution of issues related to various government departments. Emphasis is being placed on effective coordination among industries, industrial associations, district administration and concerned government departments for the speedy resolution of issues.

 

The major objectives of this initiative are to facilitate government services required by industries, ensure timely disposal of pending cases, strengthen coordination among various departments, and create a more accessible, transparent, accountable and industry-friendly administrative system for entrepreneurs.

 

The availability of an independent grievance redressal mechanism at the district level will make it easier to ensure that entrepreneurs’ issues reach the appropriate department, track the action taken on them and regularly review the progress of cases.

 

*Industrial associations urged to make use of the facility*

All industrial associations in Pune district should inform their member entrepreneurs about these facilities and encourage them to submit their issues and grievances to the Collectorate in the appropriate format. Industrial associations and entrepreneurs should actively make use of the Grievance Redressal Cell and MAITRI Cell to promote industrial development in Pune district and make ‘Ease of Doing Business’ more effective, appealed District Collector Jitendra Dudi.
